    A FREEWAY GUARDIAN ANGEL: John’s Cribbs has worked for years with an Adopt-A-Highway group along Interstate 280 near San Jose City College when in June he stepped on a log causing him to fall and breaking his elbow and wrist.     Q I am at my wit’s end with Caltrans over the graffiti problem on Interstate 280 between Highway 87 and Lawrence Expressway. I have emailed the Adopt-a-Highway program and put in several maintenance requests through the Caltrans website over the past two months.     Why would anyone stand on the shoulder of a freeway with cars and trucks whizzing by at 65 mph, or faster, to pick up plastic bags, cigarette butts, beer bottles and trash?
